The technology behind digital notaries in the country
Colombia gave the green light last February to the launch of the implementation of digital notaries, which seeks that the 450 different processes that are currently carried out in person in these places can be carried out without queue and quickly online.
At this time, according to the Superintendency of Notaries and Registration, there are two notaries in the country, out of the existing 911, that are already enabled to use this model, although it is expected that more will gradually be incorporated into this system in order to optimize the 2 million monthly procedures that are currently carried out in these entities. These are the 25th notary in Medellín, which began on February 18, and the 5th notary’s office in Bogotá, which began on February 26..
“The implementation, which complies with the public policy of protection and information security, will take place gradually as long as the notaries meet the requirements of this transformation to start operating in a totally virtual way,” Fernanda García said at the time, Superintendent in charge of Notaries and Registry.

How does it work?
To the Government, hand in hand with Microsoft, It took 10 months to develop the platform in which citizens are allowed to carry out document authentication procedures, deeds, marriages, divorces, among others.
The digitization project was executed based on Azure, Microsoft’s cloud computing service. “Joint work tables were held to establish what were the architectures that would accompany this vision of the Superintendency and what is this minimum standard required in notaries to be ready to be a digital notary; from this structuring, what was done were optimized models on the platform”, Says Silvana Lara, director of public sector of Microsoft Colombia.
The technology that integrates this new system is based on artificial intelligence, this allows data analytics, also taking into account the virtualization of information and material from notaries in a period greater than 30 years.

With this analysis, The program allows the development of predictive projects, assimilating the trends in procedures that Colombians carry out the most, and in turn develops a decision-making board that will facilitate and expedite the work of the officials of these entities.
Another of its characteristics is that of being a scalable digital system according to the demand and needs of the users, that is to say that the platform is dynamic and will adapt to the changes that occur on a day-to-day basis.
To guarantee the identity of the person and that impersonation processes are not generated, the tool has citizen authentication systems, including biometric components.

“What is sought here is that there is not only security in the establishment and identification of the process and what is around, but compliance with the security standards at the administrative and management level of the platform”, Says Lara.
In order to use the digital notaries, people must have an internet connection in order to access the web pages of each of the places already enabled for these procedures. Once there, you must create an account in which you must enter your personal data, such as name and surname, identity document and your number.
“All they will have to do is fill out personal data in advance, choose the procedure and cancel the services. It’s that easy”, Points out García.
