The Digital Green Certificate is now official: the European Union presents its vaccination passport to be able to travel
The European Union has announced the new vaccination passport, with the aim of facilitating internal mobility between the different countries for the summer and for the duration of the pandemic. The new Green Digital Certificate will be a QR barcode available in both digital and paper formats.
In this vaccination passport it will be proof that a person has been vaccinated, who has received a negative test or who has already passed the Covid-19. A certificate that can be used in all the Member States of the European Union, including Iceland, Liechtenstein, Norway and Switzerland.
What information will it include
The Digital Green Certificate will be offered for free to all European citizens and will include a minimum of information necessary to confirm the vaccination status of the person or if an RT-PCR test has been passed. Other types of tests will not work for these certificates.
This vaccination passport will be also offered to residents and visitors with travel rights, as well as residents of Andorra, mainly when they are vaccinated by one of the member states.
Among the personal information that will be found will be the name, the date of birth, the country and a unique identifier of the certificate. In addition, there will be a QR barcode and details depending on the type of certificate.
- Vaccination certificate: vaccine product and manufacturer, number of doses, date of vaccination.
- Test certificate: type of test, date and time of the test, test center and result;
- Recovery certificate: date of positive test result, certificate issuer, issue date, validity date.
Only vaccines accepted by the European Medicines Agency will be accepted for the certificate, although the door opens for different countries to allow additional vaccines such as Russian or Chinese.
This passport can be shown via mobile phone in digital or paper format, as is already the case, for example, with airline tickets.
The QR code will be used to verify the authenticity, integrity and validity of the certificate, the information being in English and in the language of the State where the certificate is issued.
The European Commission explains that it will provide the different member countries with the help needed to develop the software with which to scan and verify QR codes. A platform that will be available in open source.
Will I be able to travel if I don’t have the certificate?
Be vaccinated it will not be a precondition for traveling. The European Commission wants to make it clear that this vaccination passport will not be discriminatory and that “all EU citizens have the fundamental right to free movement, whether or not they are vaccinated.”
The Digital Green Certificate will only “facilitate the exercise of that right, also through tests and recovery certificates.” That is, this certificate will be a tool that makes it easy to avoid restrictions from different countries.

According to those responsible, if a country allows people vaccinated to travel freely in their country, it must allow people vaccinated to travel freely in another Member State.
To avoid discrimination, they point out that this certificate It will not only cover vaccinated people, but also those who have passed a negative test or have passed the Covid-19. Those citizens who do not meet any of the requirements may continue to move freely, although they will be subject to the limitations established by each country, such as quarantine measures or additional tests.
The application horizon for this Digital Green Certificate is before summer. From the Ministry of Industry, Commerce and Tourism of Spain signs up in mid-May as the date where this new tool will be available.
