The segmentation of rates, conditioned by the number of registered and the agreement of the governors
It was announced and launched, but its application is still a question mark. The implementation of the segmentation of energy tariffs must still face two stages: it has to reach a high percentage of registrants that allows, at least in a first stage, to advance with the increases by provinces; and get the political wink of the governors to avoid a wave of amparos that provokes a judicialization.
In this context of economic crisis, greater street conflict and unleashed inflation, the governors warned the Casa Rosada that a wrong step in the application of increases in gas and electricity rates will directly impact your electoral future. Something that no provincial president is willing to accept. In the Government they admit that a rain of protection against the increases in rates would serve as a death certificate for a measure that requires agreement with the International Monetary Fund (IMF).
Thus, georeferencing gained ground again, whose main objective was to affect the properties with the highest value. It is a model promoted by the Undersecretary of Electric Power, the Kirchnerist Federico Basaldo, and that it will end up being applied de facto, according to official sources.
The fragile truce between the president Alberto Fernandez and the vice president Cristina Kirchner it spread to all areas, including Energy. After the ratification made by the Minister of Economy, Silvina Batakis, of the team he leads Dario Martinez and with the ratification of Basualdo, the objective is to build a stronger link with the provinces.
That is why Batakis, after the agreement of all the power terminals of the Frente de Todos, left the task of harmonizing the negotiation with the provincial leaders and the distributors in the hands of the one who today has the most oiled relationship, who is the head of Cabinet, John Manzur.
That is where two characters outside the public spotlight come to play, but who will have a central role: Gonzalo Soriano, brand new undersecretary of Energy Planning; Y Santiago Yanotti, Vice President of Cammesa, the state-controlled company in charge of dispatching electricity. Both are from Tucuman and respond politically to the coordinating minister and governor on leave.
“The shelters will appear when you want to apply segmentation. The time to apply it will depend on the success of the tool [por la segmentación]. If you have 15 million users and after two months you have 1.5 registered, the tool failed”, described an official involved in the operation.
everything is tied to the level of adherence to the measure which was launched on Friday and that in the first hours had managed to incorporate 110,000 households.
“If you don’t work well at the political level and in the territory, it is very difficult for this to be successful.. With [Martín] Guzmán was guaranteed failure. with Silvina [Batakis] there is greater harmony and we can see what it is they want to do. With greater coordination, it may not be a piece of paper”, assured official sources consulted by THE NATION.
The actual term provided, but not reported, is two months. The expiration of the first stage scheduled for the end of the month, already has a pre-established automatic extension. Neither July nor August, but September It will be the key month for the eventual start-up of segmentation. Enrollees must reach 50 percent of users, at least.
With that number of scored in the base that launched the Secretary of Energy there will be the possibility of beginning to close agreements with some districts. At least that is the intention of the national government. One of the main objectives is focused on the metropolitan area containing 40%. “Instead of going out to summon the 15 million, we go in stages, first the AMBA; We are going to have to do it to that cut, ”the sources were honest. And they added that to achieve a quick result you have to target high earners.
After months of internal fights, which ended with the departure of Guzmán from the national government and the landing of Batakis, the Government launched yesterday the form that each residential consumer must complete if they want to maintain energy subsidies, which allowed them to take the first step to move forward with the segmentation of gas and electricity rates.
With this information, which will be crossed with the databases of the AFIP, Anses, Property Registries and National Tax and Social Identification System (Sintys), among other organizations, the Secretary of Energy will be able to take away from the 10 percent of the population with the highest purchasing power the subsidies.
With Guzmán at the head, the Ministry of Economy designed a segmentation that divides users into three categories: social rate; the richest 10%; and a middle income segment. With the affidavit, the allocation of subsidies will be automatic, although provisional and tied to the analysis of the declared data. In a first stage, as confirmed by Martínez, those who stop receiving the subsidies will receive three increases, on average, of between $1,200 and $1,300 each.
